Assuming you have the reset in the reset pins, and power in the power pins:

Swap the reset and power. Does the "reset turned power" button turn it on?
If so, looks like there is something wrong with the power button.
Check for any wire damage.

Your wires are incorrectly connected ;)

I suppose it has worked better previously. If so, I would suspect the
power supply. What you do now is to give it more time to come up.

It could also be bad capacitors on the motherboard though. It is
really quite old. More than 5 years I believe. See if any capacitor
around the cpu socket is swollen or bleeding. This is no joke to
repair. They are very difficult to solder out, and spares are
difficult to find.
A dust off could also be helpfull.

best regards

I'd try another PSU. Startup load is quite high so start/reset gives the
PSU 2 x goes and may allow it to handle the start up loads. I have seen
this several times.

Good luck.
