What is it with that TURBO setting in BIOS? All it's ever done for me is
temporarily but completely kill the system. I've had two boards each with a
different processor and it's done the same thing with each. The only common
denominator is the DDR400 2-2-2-5 memory and the 430W Chaintech PSU.

You will need better memory than that.
