I have a PCI Simple Communications Controller Modem and I
tried to install it but it says it's not digitally
designed for Windows XP. My brother said it was ok but I
don't know. What effects will this have on my operating
system? It's mostly designed for windows 2000 or lower
windows. Can I install it? Would it be okay? Help
please.

You can install it. It will not hurt your computer. I would personally
check for XP drivers or see if XP already has its own drivers for this
modem. The "Not designed for Windows XP" dialogue comes up every time a
driver is installed that has not been tested or did not pass Microsoft's
Windows Hardware Quality Labs Certification Testing.
