Is the covenant dumber in 2 than 1? I think so

Has anyone noticed that the elites are not as agressive in halo 2 as
opposed to halo 1? Also sometimes I noticed they just stand or crouch
and I can walk right up to them.
When they die their body language looks pretty real, looks fabulous

I think they are smarter now though -- they hide, talk to other troops and
taunt you.
