No UPS signal causes immediate shutdown on reboot

I have got into a situation with an XP Home machine where
there is no signal being received from the UPS and so the
computer immediately shuts down on rebooting. I cannot
get far enough to disable this behaviour. It is not an
option to actually provide a signal from the UPS
according to the settings XP is configured to check for.

How do I prevent this shutting down?

You can disable the UPS Service. Click Start-Run-Type services.msc and
click OK. Then disable the UPS service. I would suggest installing or
reinstalling whatever software came with the UPS. My APC UPS shows up
as a battery backup and makes my desktop run just like a laptop with
limited battery when it is running on just battery. If yours does not
do this, you may not have it configured correctly or you may want to try
a better UPS :)

Thanks for the suggestion - the problem with this is that
I can never get that far because the computer starts to
close down 10 seconds after rebooting :((

If I reboot (say to DOS) from a floppy or a CD is there
something I can tweak to at least stop the immediate
shutdown?

Boot into safe mode then follow Nathan's instructions

For Safe Mode (during POST before WinXP black screen with green/blue dots
rolling by) Press F8 at startup (pressing multiple times is okay), you will
be presented with the list of options.
