What actually determines the selections of color ink used between photo
color ink and normal color ink? type of paper selection? or something else.

The colors in your photo and your color profiles. Im sure the printer
would select colors that would fall under certain gamut ranges.
Caucasion fleshtones would call more for photo magenta instead of a
regular magenta and yellow mix, etc..
