Is this a correct statement that when an iPaq 2215 is powered off it is
actually in standby and so uising power? How long will the unit go for
running on standby?

Yes, the unit will go on standby. I've never tested the time it would
last (since that would completely drain the battery, perform a hard
reset, and I'd have to rebuild the PPC), but it did last at least 6
days a little while ago. Usually, if I don't use the PPC for longer
than one day, I just hook it up to a charger.

I have a tosh e800, and left it on standby while i went away for 5 days.
When I came back, it had wiped itself. Luckly I thought this may happen and
did a full backup to SD card before i went, so just restored it and all was
well

The iPAQ 2215 has power management. I would think other pocket PCs do too.
Click on Start > Settings > System > Power. This will let you view the main
and backup battery status. Clicking on Standby will let you adjust the
amount of battery time reserves for standby operation.
