Asus A7V400MX and sempron 2200+

I have a machine with A7V400MX motherboard and sempron 2200+ CPU.

The Machine is slow.
The real CPU speed is only 900Mz. (it should be 1.5Ghz)

I've consulted the web, it said that, this is the asus's motherboard
problem.
The answer said that: "you should change the FSB from 100 to 166".

I've tried but failed to find any place to change the FSB value.
the bios display the FSB value in gray color and it is unchangeable.

Can anyone tell me the solution step by step?
It's frustrating. This problem has kept for 2 month now.

I really want to solve it.

Anyone can help?

See section 1.9 in the user manual. It describes possible DIP switch
settings that control the CPU clock.

On boards that expose fine resolution clock speed changes, you would
have to set something in the BIOS to a "manual" mode, and then the
clock for the FSB could be set by the user. In the case of the A7V400-MX,
they use the older jumper-style method, where a DIP switch on the
motherboard, programs the clock generator.

The printed manual used to have incorrect info for the 200MHz DIP
switch setting. Apparently, the downloadable PDF manual has this
updated. This user has kindly made a picture detailing the difference
between the incorrect printed manual and the corrected PDF manual.
This won't affect you if all you are using is 166MHz.

Please take a good look at the dipswitch configuration. I took a quick look
at these, and set all switches the wrong way. Only after a third or fourth
look at the user manual I noticed this.
