Few Problems with P5ND2-SLI Deluxe

Hiya having a few problems with a P5ND2-SLI Deluxe

Basic system setup :-
INTEL PENTIUM 4 3.6GHz HT LGA775 Prescott (660)
Asus P5ND2 SLi Deluxe nForce4 SLi (LGA775) PCI-Express Motherboard (Bios
0605)
Arctic Cooling Freezer 7 CPU Cooler (Socket 775)
Corsair 1GB DDR2 XMS2-5400 Pro TwinX (2x512MB)
2 x XFX GeForce 7800GTX 256MB DDR3 TV-Out/Dual DVI (PCI-Express) in SLI mode
Pioneer DVR-110BK DVD-R/W
Hitachi 180GB Deskstar 180GXP ATA100 IDE HDD
Hitachi Deskstar 7K400 400GB SATA 8MB Cache HDD
Globalwin GAT-002 Aluminium ATX Case
Enermax Noisetaker 600W EG701AX-VE(W) SFMA ATX2.0 SLI Compliant PSU

Problems
1) System will not reboot, but will shutdown ok. Never seen this before

2) Cant install any asus utilities (off cd), give error about ASCDDMI.DLL

3) Memory is running only at 166.7MHz,
FSBram is 6:5
Cas# Latency 4.0
Ras to Cas 5
Ras Precharge 5
Tras 15
Trc 20
This seems slow to me, it should be runn at 4 4 4 12
