Cant restore PC to factory settings

I got a pc from my older brother so I can game on it. I wanted to start fresh by restoring it to factory settings but I cant get it to work. Everytime I try to press f11 or alt+f11 on the start up screen, I dont get the recovery menu but it keeps loading to the desktop screen. I made my recovery drive active. Everytime i go to recovery manager to do it from there, I get a message. " Windows cannot restart the computer into the Windows recovery Environment to complete the recovery operation".
Any solution would be appreciated.

hmmm My recovery drive or D: doesnt have the restore partition as its status. Is that holding me back?
