Windows locks up when I insert a CD or DVD

I have a new Memorex DVD rom (primary) and Nu Tech DVD burner (slave). If I
insert a cd or dvd into the dvd rom the disk will auto play like it's
supposed to, however if I replace that cd/dvd with another windows locks up.
I don't have that problem with the dvd burner though. I've tried replacing
that drive with an older dvd drive and also with a different burner and the
results have been the same. This becomes a real problem if I am installing a
program that has multiple cd's. I have also tried turning autoplay on and off
and it has no effect. Has anyone encountered this problem and fixed it?
