MSDN Media Foundation, try this. I'm assuming your working on a system that will take a photo of whoever is using your computer and will send the photos to you in case of theft. If your laptop has GPS capability you may want to consider using the location sensor API that windows 7 exposes.

BTW, this is an odd place to ask for programming advise, try asking around a site like stackoverflow.com, or you could scavenge the msdn.com library. Those sites are going to have FAR more info about programming.
