Cant copy to a blank CD-RW

Whenever I insert a blank CD-R in my CD-RW drive, the
label on the CD drive icon in My Computer changes from CD-
RW (F:) to CD (F:)and at the same time, any temporary
files waiting to be written to that drive disappear from
the Windows explorer view of that drive. However, Windows
recognises the disk as writeable, as the autorun options
offer me to Open a writeable CD folder.
I can copy files to the temporary storage when there is
no disk in the drive, however, if a blank disk is present
in the drive, I encounter the following error - "Windows
encountered a problem when trying to copy this file. What
do you want windows to do?" - retry has no effect.
Have tried changing drive area used for temporary
storage, ensured no other CD writing s/w is installed -
removed the DC-RW device and reinstalled etc etc. Now
tearing hair out - anyone seen this ? Please help - is it
Hardware or a Software issue ?
