I always unplug all my machines when thunderstorm is coming, and the
board refuses to start properly every time after unplugging the power
cord (otherwise it starts normally). Lights of the NIC are flashing and
clicking noise comes from the speaker. Sometimes it gets power but in
1/2 sec cycles(!). PSU is 350W Fortron, 8 months old.

Is this normal (I think this is just a bug)?

My M$ Wheelmouse optical is not always recognized, and the mouse is
almost new.

If everything is OK when you close down Windows and later start the
machine from the front panel Power button then I would suspect the
power supply unit

The PSu works fine with Asrock k7s8xe. And today the Epox mobo started
normally, sometimes it does that...

The PSU might not have the oomph to get the m/b going. Are all its supply
rails established within spec in 20 msecs as per the Intel ATX specs?

It starts fine with CWT 300W power, and XP2100. The videocard is an 8MB
Savage4, though.
Maybe the Radeon eats so much power that it causes startup problems with
this mobo, but not with the Asrock.
