All versions of DOS / Windows can read dtat on Floppy Disks from any other.
File format on 1.44Mb floppies is one of the oldest file structures and is
compatible in all the operating systems.

If you can't read the file, there is a media problem or floppy drive problem.

The depends on several things. Some floppy controllers in
combination with Windows XP seem to have problems, others
don't seem to have that problem.

Formatting the floppies on an (the) XP machine and then
copying the data to the floppy on the other, non-XP machine
seems to work. If the data is only on a floppy, you can
also try reading the disk on a W98/ME machine to see if the
disk is readable. Id so, you can copy the data on the
floppy(ies) to the hard drive on the W98/ME machine and use
another media to transfer the files. Either a CD-R ( can
hold the data of over 400 floppies) or a flash card
reader/thumb drive (you will need to install drivers on the
W98/ME machine) is very useful and more secure than
floppies.

It is also possible that the head tracking on the floppy
drive of one of the machines (either the older machine or
the newer XP machine) is out of tolerance and can't read a
disk formatted on a in tolerance drive. So you could also
try installing a different drive or swapping one from a
machine that you have successfully used to read the disk.
