Unfortunately not.

The devices come pre-loaded with the OS, which you cannot buy separately.
The device maker pays royalties to MS on every unit of the OS, and each one
has a serial number. In this meaning, the device's serial number becomes
associated with the language it comes with.

It is a violation of the license to change the language of the device. I
have seen many people that bought devices preloaded in Chinese and got stuck
with them. In the past we even recommended trying to access the maker of the
device and request an official language change (whatever this may be), but
according to my previous experience with people that tried it, it is
useless.
