hi,
as far i know that Visual Stodio 2003 is needed.
i have Visual Studio 03 and SDK and emulators without any trouble
an a toshiba XPSP1 Pro notebook

I just used google (http://groups.google.com/advanced_group_search) to
look up
evc "Registering Platform manager components"
(evc in top box, plus rest in second box - "exact phrase" )
and got 14 hits. A quick glance suggests some have ideas that _might_
help.
