The specs for this monitor have me stumped, <A HREF="http://www.viewsonic.com/products/lcd_vg171b.cfm" target="_new"> heres a link so you can check it out yourself.</A>
For the response time it says:
"Response Time Total = 40ms (typ); Tr = 25ms, Tf = 15 ms" so I'm not sure if that means 25 ms of the response time that matters or 40 ms of the response time that matters. For the most part this seems similar or better than the Compaq TFT7020 if the response time is in fact 25 ms

You have to add teh two together- tr (Time rise) is 25, tf (time fall) is 15. Hence, the total response time is 40ms. the Compaq TFT7020's total response time is 25ms, probably tr 19ms and tf 6ms.

If it's working...overclock it!

That ViewSonic is in their "Graphics" line of LCDs, is it any good for Adobe Premiere and Gaming?

No- you need something with a faster response time than that. If you're looking for a 17", might I reccomend a TFt7020?
