What are the risks of allowing IPP printing over the Internet to a
printer that's not firewalled, i.e. on a public routable IP address
that anyone can get to?

Does SSL encryption of IPP help with this?

Are there printers smart enough to restrict who can print to them,
reconfigure them, who report their status to? "Who" = IP address?
