MB is GA8KNXP.

For some reason my CPU fan goes into noisy 'hyperdrive' even a low
temperatures.

Is there someway I can tell it wait till a certain temp before cranking up
the speed.

Simply limit the rpm - get a 15-20 ohm resistor (.5 watt) and solder it into
the red fan wire - usually a ~10% speed reduction is sufficient to silence
screamers.
