Any way to force-set the level of a particular window?

Specifically VLC Media Player in this case. I couldn't find a setting within VLC to do it, but maybe some one else knows of one.

Basically I'd like to set VLC so that it is always the top screen, regardless of whether I'm playing a fullscreen game or whatever else. Does anyone know of a way that windows might make this possible?
 
There's a Windows API call that lets a program itself force its window to the top, but I'm not aware of any other way to make it happen other than that. If VLC media player doesn't have the option built into it then as far as I know there's nothing else in Windows that you can use to make it happen.

It's still possible that there's a third-party utility of some sort, though...
