Microsoft Wireless Desktop 3.0 Problems please help

I have one of those desktop sets on a custoemrs computer, but, when the
computer is turned on, they keyboard and mouse are usless untill windows has
fully loaded (past the logon screen)

The keyboard and mouse will not work on the log on screen at all and i have
no ideas how to make them, but they work perfectly once loged onto windows.

Any ideas what im doing wrong or ways to fix this?
