Hard Drive Starts and Stops Spinning every 3-4 Seconds

after installing windows 7, my desk top dell precision 380 hard drive starts and
stops spinning every 2-3 seconds.

Go to control panel, to power options.

select power plan that you're using, then click "change plan settings"

then go to "CHange Advanced power settings"

go to "USB settings", then "USB selective suspend setting"

then select disabled on "plugged in" (and if you're on a laptop, also do it for "on battery")

Do these steps on other power plans if you change them often

It could be the indexing service too. You can disable it if it bothers you.

Try getting one of those dual USB connectors, it may require more power than your PC is able to give.
