Sounds like you need to manually remove an old program shortcut from the
following location:

\My Device\Windows\Start Menu\Programs

Just use Pocket File Explorer to navigate to that location, right click
(hold down stylus) and delete it.

Alternatively, you can navigate to that same location on your desktop
through active sync with the PocketPC in its cradle and delete it from
there.

open file explorer on your PPC and navigate to my device -> windows ->
start menu.
There the icons are stored. Long-click on the icon you want to remove and
choose "delete" from the pop-up menu.

Try a soft reset

That won't do any good. A soft reset closes all programs which were opened
in the PPC and releases all RAM-memory used by those programs. It can be
compared with a desktop PC switching off and back on.
But it doesn't remove any files from memory.
