NTLDR missing, .sif file problem

I'm trying to start up my computer that I built for the first time. I have a
sata drive which I have the disks for and believe loaded the drivers for the
hard drive. The problem comes after formatting the hard drives, I get this
error:

folloing valus in the .sif file used by setup is corrupted or missing
value 0 on the line in section [sourceDisksFiles} with key "sp2.cab"
setup cannot continue

When I restart I get "ntldr is missing restart"

Another problem that started too is that it automatically restarts itself
unless a boot disk is in it

I had run into that problem before and the only way that "I" had to fix it
was to boot from the windows Cd and reinstall windows.
