MSI 6585 V5.0 648F Neo stutter badly

I have a freind living in uk .
An he has this board running .
MSI 6585 V5.0 648F Neo
kingston pc2700 512mb
p4 2.80 mhz cpu
win xp
nvidia msi starforce geforce fx 5950 ultra
He had lightning one nite an power went out.
He has trouble now with horrible stutter in ut 2004 when keys are pressed .
Sticky key shortcuts are off.
None of this was happening till power was cut buy storm.
An he tells me also that when he plays videos on media player an hits a key
same thing happens can anyone please tell me if there are issues with that
board or what as he did replace board with same type its new motherboard
too. And new power supply also. Everything is basically default in bios he
has 8x agp set an 64 texture memmory. Everything else he says runs well.
