I'm not sure of the specifics of your monitor, but Powerstrip is one of those programs that will let you specify what refresh rates to "force" your monitor and video card into. Usually the standard Windows settings will only show what they it knows for sure is safe.
The higher the refresh rate, the faster your screen is refreshed, or "redrawn". A higher refresh rate means that the screen is "redrawn" more times in a certain amount of time, leaving it with less flicker and making it easier on the eyes.
Be sure that when you do try to force your monitor into refresh rates that you're not sure if it'll support, include the option of having it return to a usable refresh rate if you don't press anything in a certain amount of time.
