I there a way to make the F Lock key "on" by default.

NO! But the nice MVPs here have come up with 2 registry patches that
changes the F key functions. One is of the Microsoft keyboard and the other
is for the Logitech ones.

It changes the functions so that when the F key is off, the normal Fx keys
work. If the F key is on, then the F-lock features are turned on (the way
it should have been!)
