New Build-Can't get power to Stay on

Hi All,

I've got a big problem and have been everywhere looking for answers. I just
put together a new PC and every time I go to start it up---- the fans and
lights come on and then quickly go out. The on/off led light blinks on and
off. Her's what I got:

MSI K8T Neo-V Socket 754 VIA K8T800 ATX AMD Motherboard

AMD Sempron 64 2600+ Palermo 800MHz

Rosewill 1GB (2 x 512MB) 184-Pin DDR SDRAM Unbuffered DDR 333 (PC 2700) Dual
Channel Kit System Memory

ASPIRE X-Navigator ATXA9N-BK/450 Black Steel ATX Full Tower Computer

Nvidia GeForce 4 MMX

Case ATX 450W dual fan power supply w/ automatic fan speed control Power
Supply

Put it all together ( now I'm just working bare bones to try to get the unit
to stay on. Checked and rechecked the processor and connections, took mobo
out and checked it on a non-conductive surface. No change. The MSI manual
( at least for this person) is terrible. So is the instructions for the
case. I set up the led switches and everything with lettering facing AWAY
from the edges. The Cmos jumper is on pins 1 +2.. The 20-pin power
connector from the PSU is in it's right place, but there was a 4-pin
cvonnector attached to that that goes to the JPW1 connection? I tried that
on and off. The memory sticks are set in right, the video board is in the
agp slot and is in good. I'm only using neccesary connections at this point
so I don't have the USB connections and any other hardware connections
plugged in at this time. There is aChassis intrusion connector on the
board, but that is left alone. There is a firewire cable from the case,
also, that I don't think I do anything with.

Any clues? I HOPE all my hardware is good. How would I ever troubleshoot
it down to the problem? I would be thankful for anybody maybe seeing what I
missed (my eyes are tired of looking at all these small connections.

The blinking LED light means it's in suspend to ram mode or S3. It
could be the way you are hitting the power switch on the front case.
Try pushing the powerswitch in and holding it or hitting it very
quickly. It use to take a seperate button to induce the S3 mode but
some newer mobo have the powerswitch provide both functions.

I believe to get into the BIOS you could try and hold the delete key on
the keyboard and then push the power button and see if you go directly
into the BIOS.

No, nothing at all. The cpu fan ( all others are not hooked up at this
point) turns on for a half second, then shuts off. Everything is silent.

I have gone for hours trying to figure this out. There doesn't seem to be
anywhere where I can find out EXACTLY what specific jumpers must be jumpered
or connected outside of what the instructions designate. I think there must
be one little thing not jumpered right that I don't see in the instructions
( that maybe it is obvious to those who build every day).

Had a similar problem a long time ago building a system and found out it was
something on the bottom of the motherboard shorting out on the case. Take
the MB out of the case and connect it up and see what happens.

I can do that, but have tried that already. Didn't seem like anything
could've gotten in the way.

I don't have to have ANY kind of load on do I? I mean just the processor ,
RAM, and Memory along with the power switch. That should at least run the
unit long enough to establish it's ok? If the processor ( which is new) was
no good---would that give me these results?

Hey. I just found out that if I take the processor out---it works. Put it
back in-- it doesn't. That mean it's definitely the chip?
