SATA speed only 40-50 Mb/s?

I have 865Pe/G Neo2 with 3.2GHz Intel processor. I installed a WD SATA
harddisk.

Sisoft Sandra reports HD speed only 40-50 Mb/s which and average access
time 16 ms. The specs of my hd show ith shold be 8 ms.

What could be the problem? I am using SATA connector on the mainboard..

What model WD? Is it empty?

My Samsung SP2004C boot drive is 64% free and returns 46 MB/s and 7 ms, on a
K8N Neo Platinum/ Athlon 64 3400+.
