removable drives not recognized

Any removable device I have is not recognized:
Jazz on scsii controller asks: disk not formated do you want to format? then
fails format
floppy drive asks: disk not formated do you want to format? then fails format
I bought new fd drive, no help
Digital camera on usb: disk not formated do you want to format?
cd on hd controler: cannot read from this disk, disk may not be compatable
with windows (this was the windows install disk).
This is also a new drive and was working when I first installed it
I have a asus CUV4X Motherboard with pentium III, 1ghz

Checked Device Manager for any warnings? Or Event Viewer for
Error Messages?

I checked the device manager for all the devices and the manager says they
are working properly.
in the event log the only errors are:
source acpi
AMLI: ACPI BIOS is attempting to read from an illegal IO port address
this happened at at boot up

source Service Control Manager:
The following boot-start or system-start driver(s) failed to load: SAVRT

source workstation:
Could not load any transport.

no errors are generated when I try to use the devices

Although my camera is now working on the usb

Just happened or having persisted for some time? Was this a
fresh Windows XP installation or an upgrade from an existing
OS?

I upgraded from millennium to XP PRO a couple of years ago, installed new cd
3 months ago and it worked fine till about 3 weeks ago. I tried to use the
floppy and got the error, then I tried to copy a cd and would not write to
the blank cd after reading the source almost like the process did not relese
controll of the drive and would not read another cd till i rebooted, now it
wont read at all. the only way I can get the jazz drive to work is if i have
the disk in the drive before booting. My camera on usb is the same way, has
to be on and connected before booting. I have also removed and reinsalled the
device drivers. I am thinking that it is about time to reload windows if I
cant get get this fixed soon.
