Connection Keeps Dropping Off

Hello,
I'm using a broadband connection of 600 kbps...
The problem is that when i log in the speed shows 600 kbps but it is only for a short period of time.. I need to log out my connection and then log in to get the approximate speed.. and that too remains for some seconds..
Can anyone suggest me some thing....

Unplug/reset the modem
Phone your ISP and ask them to test your connection.
