After booting all OK and at last moment the 'Background Task Server'
window pops up with Send/Don't Send. It refers to two files in 'Temp'
folder. Have deleted all in "Temp" folders and 'Internet Temp' folder
plus the 'Cookies' but the thing keeps popping up ! After cancelling
the pop up the PC works fine but why does it appear ???

Google an advanced groups search for the exact phrase 'Background Task
Server.' There are results that may put you on the right trail. It appears
you have an inproperly installed program that's causing the problem.
