What are these 400 in 1 boards based on?

The above link is a jamma based boardset that claims to play 400 different
arcade games.
Obviously this isn't fully legit , but what's it based on?
Is it MAME or something else?

I don't think that MAME plays that many games actually...or does it? :-?
