i have a stock hsf on a 2800+ and a fan blowing right on top ofd the hsf
should i oc it, im a little worried, but i have oced my gpu and im glad
i did.

Just keep an eye on the temperature

My feeling is, if you overclock in small steps, the system will become
unstable long before there is any damage. Once you hit a point where
it is unstable or won't boot, back it down a little and you should be
fine.
