Please help me figure out the name of this program (MPS)

Archived from groups: microsoft.public.pocketpc (More info?)

I used a program to put icons along the bottom of the screen. it
lined them up down by where the "new" button is on the bottom. I
can't remember the name of it.

Any one recall that program?
