Running XP Pro with SP2.

Have found that USB ports will only work when PC is fully booted. This
means that my USB keyboard will not work if I need to go into BIOS.
Obviously I can plug in a normal keyboard, but need to know how to
check the BIOS settings to change this if possible - have looked
several times & can't see where to amend this.

Any advice gratefully received.

Look in the BIOS setup for "legacy USB support" (or similar name).
Turn it on.

In your bios look for USB "legacy support." If you have it, enable it.
