MAME D3D lockups

Does anyone have suggestions for troubleshooting lockups running MAME
with D3D effects turned on?

My system:
Athlon T-bird 1Ghz
512 MB PC133 (1x256, 2x128)
Shuttle AK11 motherboard (VIA KT133A)
MSI GeForce 4 MX4000
Windows 2000 SP4

I bought the video card to replace a Matrox G400, specifically so I'd be
able to use D3D effects in MAME (the "75% scanlines" effect is the next
best thing to an arcade monitor, IMHO). With D3D enabled, MAME locks up
hard at random intervals. Any sound loops, can't <Alt><Tab> out, can't
kill the task. I thought it was a total lockup at first, but if I let
it sit for 30-60 seconds, it seems to recover. MAME wakes up,
autoframeskip maxes out, then slowly drops back to 0. This happens with
any game (I've been using Pacman for testing), and there doesn't seem to
be any rhyme or reason to it, except that it seems to take longer to
lock if I call MAME from a command line, as opposed to having GameEx or
MAMEWAH running in the background.

I've tried every combination of new and old drivers I can think of.
I've reinstalled Windows completely from scratch. I've tinkered with
video and AGP BIOS settings. I've even pulled sticks of system RAM,
hoping it was a bad RAM issue. Nothing has affected the issue even a
little.

I've been tearing my hair out with this for three days now. Does anyone
have any suggestions?
