Sempron is not good for overclocking unless you get the socket 754 sempron.

Lower ram timings. Even when you get it going it's not going to give you
much of an increase in clockspeed with only a 9 multiplier and only a
33MHz increase of FSB speed. The default speed is 1500MHz (9x166) and
only 1800MHz at 9x200. I know it's not consolation now, but a socket A
Sempron is a poor choice for a performance cpu. See Sempron in link below.

isnt sempron multiplier locked?
does the board support 200 fsb?
cpu voltage should be 1.6 ish 1.68 ish i would say anyhw
