Hello my cousin is going to be buying a A64 4000+ san dieago processor and
is unsure of what cpu fan to purchase so I am asking for some
recommendations on a good cooler he won't be overclocking so nothing major
required just good alround cooler.

TIA.

What's wrong with the retail fan/heatsink?

Yes that is certainly worth a try. The stock boxed heatsink and fan on
my 3500+ Venice keeps it satisfactorily cool (~55C with 100% CPU load)
even when I jack up the core voltage a bit and run 10-15% OC. I may find
out different after I receive my new OCZ uber-DDR sticks and really try
to crank it up but the stock part isn't too shabby for regular operation.

This is cheap and will work fine.

Single tab clip (mine broke retainer and fell off). the small 70x15mm fan
is too noisy. The heatsink itself is pretty good though. I'll never use
another one of them because of the single tab clip.

Don't know about the clip -- the attachments on the new heatsink I
received were pretty stout and it is hard to imagine breaking them. As
for the fan, are you running yours at full speed? If so I could
understand some noise but on mine it is throttled with the CPU temp and
even overclocking a bit and with the core voltage up I've never seen it
exceed ~2000RPM while keeping the temperature down to 55C at max. At
that speed it is essentially inaudible in what is a very quiet system. I
guess that if I go crazy with the OC when the new memory arrives I might
have to go to a bigger copper heatsink but I'm not at all disappointed
with the basic out-of-box unit right now.

My board doesn't have fan speed control so the fan ran at top speed all
the time. About 4500rpm IIRC. I replaced the fan with a 70->80mm fan
adapter and installed a 2500rpm 80x25mm fan and it was a lot better. If
the tab hadn't broke off I'd still be using it as with the new fan it did
a good job and was a lot quieter. As it is, it's in the closet now still
with the new fan on it. $10 to interested parties.:)

Cheers.
