Is there any method to keep the address bar "always on
top" even when you have a second program open without it
moving into the background?

What address bar? The only thing I know with that name would be in Internet
Explorer, and no, you can't keep part of a program on top when the rest is
backgrounded. The Start Bar (on top) and the Menu Bar (at bottom are the
only things that should stay all the time.
