hi,
i have to say it at the beginning. I have never overclocked anything!

I have an old compy. It is Intel Pentium 4 1700Mhz (no HT)
My mobo is ABIT BD7II-RAID

Colling is standard, so i am using exactly this what was in the P4 box.
I am not going to buy some additional stuff like new fan or so.

Can i overclock my compy at all?
If yes. how can i do that? to what frequencies is it possible to overclock
that maschine.

when i change from 100 to 110 and restart the compy it is not turning on.
Should i change a voltage as well?

You shouldn't yet have to change voltage, at least not till you hit an
overclock
of about 300 MHz or more.
Check to see if your CPU is locked, if it lets you change the multiplier,
then it's not locked.
Change the multiplier to 16 or 15, then try more FSB.
I had to play with my AMD till I could find something that worked the best.

ALL Intel chips are multiplier locked and have been for ages.

Not all Intel chips are multiplier locked.
you may have to go back a ways, like to some of the first pentium
cpu's. my 166 MHz will run under a different multiplier, I think it's
also what I had set once to get it to 233 MHz..
Though it's very rare, there were P4 A's that were not locked.
I only thought it to be a rare thing he may have one.
Also, some of the first P4 775 LGA's were not locked, Intel was quick to fix
that.
I've not found it yet on my 486 board, but if I find where I can change
it's multiplier
I'm going to try that next to try to get to 100 MHz or further.
Plus, the chips that Intel, & AMD give to athorized dealers are often not
locked either.

you're on a hiding to nothing with a P4 willamette 1.7GHz. you have a
decent motherboard: get yourself a second user Northwood. they'll give you
plenty of fun, in pretty much any iteration.
