Erm, is that a statement or a question?

Either way, it's incorrect. 80C under full load is not uncommon, but it's
definitely undesirable. Similarly some see much lower idle temps.

Don't forget that there are now four or five steppings of Prescott out in
the wild, with D0 and E0 running cooler than the others. Some have the
standard Intel thermal solution, some don't. You can't lump them all
together as the header of your post attempts to do.

So why can't it complete a DV Render with a Thermalright SLK-900u?!?

I have to downclock it to drop the temp.

P4E 3.0
Abit IS7
512MB PC3200 (Corsair XMS).
ATI 9600 with two 21" monitors
(2) WD120SE (SATA) Raid-0
Enermax 400w PSU

When rendering video with Pinnacle Studio8, temps would hit mid to upper
60's.
The PC shuts down shortly after hitting 68ºc. I opened up the case which
made little difference. I then underclocked the PC to 2500Mhz, the temps
dropped 5 to 8 degrees. I was able to complete the render at 2500Mhz.

Just off hand I'd say you have a temperature shutdown set in either BIOS or
some Windows monitoring program because the P4 throttles on temp, not shutdown.
