A man was purchasing stolen baby forumla from Wal-Mart. He had associates purchasing the formula, signing agreements when sold to him that it was not stolen.. all the while knowing it was stolen.
The local police department had a judge order a wire tap. This man is of Lebanese descent.
For months, the local police tracked him but couldn't quite get enough info on him to nab him.
Then came 9/11.
FISA (Federal Intelligence Security Act) came into play when they tracked one of the hijackers who crashed into Pentagon spent a day praying at the same mosque that this man used.
A stronger warrant was issued which gave more power to tap and listen to all conversations. Still struggling to get enough information..
The Patriot Act is passed. After a short time later, the lebanese man is getting tapped via Patrot Act. A short time later he is convicted of stealing forumla from Walmart. Because the information is classified, the matter is still somewhat secret. A theory for using the Patroit Act is that he was stealing formula, making a profit, and knowingly filtering this money to terrorist organizations.

Originally we had a regular thief. Later, through a stronger bill, we find out he's a thief supplying terrorists money.
Aparantly baby formula is extremely difficult to get in South America. It's a low risk high reward type of crime. As such, retailers are taking extra measures to protect their inventory. Walgreens, for example, keeps baby formula in locked cases.
He ran his own business.. he'd steal the forumla and turn around and run his own business selling baby formula.. weird.. but ok. He would buy the stuff right from the trucks at walmart, or he'd have people hijack the trucks, steal 1000 cartons (1,400 in the sting operation) and turn around to relabel and sell it.. it didn't go into detail on his process but the article was covering how effective the Patroit Act was but how intrusive it could be.. yet, I think the steps followed leading to the Patriot Act were excellent.
Actually i'm inclined to believe the baby forumla part of it. I used to buy formula off ebay ALL the time. The sellers would openly state the formular was from Wal-Mart. (the formula was still packaged in bulk when i received it)
1) Why is baby-formula so expensive? I bet the profit margins are huge for the makers.
2) This is all a bunch of crap. A lot of illegal immigrants do illegal things - they've already broken border laws to start with. It's a safe bet that a very large percentage of crime rings, great and small, are run by foreigners, and this is true for most western countries.
Now, post 9/11, and despite any claims on the contrary, people of Arabic origin have come under much closer scrutiny than other nationalities - any statistics showing more crime being committed by them would be completely skewed.
And finally, the whole money-wiring deal...whatever. The only reason people like that come to any western country in the first place is to make money, money that feeds and clothes their, usually huge, entire families back home. Even here, with the standard of living not so high, hundreds of millions of dollars are "lost" every year because (we call them "gast arbeiter" ) illegal immigrats are sending the money they earn back home. (How they earn any money is beyond me: they take salaries no one else would touch with a stick, making $100 a month. That's not a lot, but they consider it good money... :?)
But, no, no... I guess I'm completely wrong and the millions of dollars sent to Mexico every year are obviously used to fund Mexican terrorists .
I just read an article about this Mexican teenager who made $16,000 in 3 months by taking 40 people into the US.
Prior to that, he was making $53 a week cutting lettuce.
If they would get a damn work visa or something, they could at least make $5.15 and make a lot more than $53 a week in the US.
My friend has a chinese restaurant in Houston. He bought a large house, employs a bunch of illegal immigrants. He pays them less than he would a normal worker but he bought the house so they could all live there (and he does on occasion when he's in the area.) He's saving thousands per month doing this, buying a house in the process, and has good workers.
I do admit, the ones coming from Mexico are hard workers.. it's too bad they don't realize that they're working hard for nothing when they could be getting so much more.
Let's try to keep things in perspective here guys. Admittedly using the Patriot Act to catch a formula thief is an abuse of power. I make no excuse for that.
However.
So far it appears that this guy is guilty. Let's not forget that. Regardless of why he was stealing formula- he was still commiting a crime and getting away with it. So what's my point? If you're an Arab living in the USA- don't do nuthin' stupid. Muahahaha...

Nay. Local police had a warrant on him as a local thief. Then, the next higher warrant was issued when they found out he attended the same mosque as one of the 9/11 hijackers, so they had evidence they knew each other and along with his criminal investigation, they explored more. After that, the Patroit Act was approved and issued on this guy. At that point, they were able to trace he was funding terrorist 'charities' which linked him to the larger picture and a larger rink of formula theft for funding terrorism..
It went step by step up to the point of furhter investigation linking him to funding terrorism.. The Patroit Act wasn't issued on this guy right away.. it came into play after reasonable doubt was founded.
