Name that game please!

Played this when I must have been 5-8... You drove a car with a top down
view and could move up, down, left, right in a city. I seem to
remember being able to get out of the car and walk on foot to take out
these enemies out (they were people). When on foot one hit would kill
you. The game was made in the 80s I assume

And no... it isn't Grand Theft Auto lol...
