I recently upgraded to the AT&T GSM network. And though I'm very
pleased with the service I think I want a new phone. I wanted the
Samsung x426 but it wasn't in so I got the LG4015 instead. It's a good
phone but I like the screen and size of the Samsing a bit more (both
are larger). I really wanted a phone with caller ID on the outside but
didn't want to pay 200 bucks for it. My question is this, can a get a
Cingular phone, the Motorola V400 for example, and use it on the AT&T
network since to my understanding the AT&T network is the same as the
Cingular one? Cingular seems to have a much better collection of
phones than AT&T does. Anyone know for sure? Thanks.

A locked Cingular phone won't work on ATTWS. An unlocked GSM phone with the
right bands will work on ATTWS. Since ATTWS (soon to be owned by Cingular) is
migrating to GSM 850, it's a good idea to get a phone which includes that
band.

yes

possible problems:

phone will need to be unlocked

you will need a AT&T sim

Cingular may want a 1 or 2 year contract with Early Termination Fee

Programing a unsupported phone on AT&T could leave you with a less than
fully working phone.

Not if it's programmed properly.

John Navis is correct.

I'm using an unlocked Cingular Nokia 6340i on the ATT GSM network. I just
put my ATT sim in it and everything works fine.

Doesnt answer the OP question. Can one pop an AT&T SIM into a standard
unlocked Cingular phone and expect it to fully work?

If not, how does an end user program it.

Yep.

Simple: Put the SIM in an AT&T phone, and have it programmed OTA.

Do you know anything about GSM? [rhetorical question:]

same thing about 2 years ago in rec.photo.digital. He claims he put me

I'm currently using a 'Cingular' V400 on AT+T. Works fine (with the
exception of mmode isn't pre-setup and the 'cingular store' menu item
isn't useful). At the time I got it, Cingular was shipping unlocked
