usb help

putting together new system mach speed 694TAS 1 ghz amd 192 pc100 ram
windows ME os and can't get usb ports to work drivers appear in device
manager and usb keyboard/mouse show but don't work tried several different
devices cdrw usb and usb pen drive that was on system before acts like low
voltage any ideas? jayel

usb keyboard works in bios setup and all usb enabled in bios - keyboard &
mouse is soyo dragon ke04062204
