Hello,
Can anyone help me out I am using windows98 and when I turn on my computer I
get a data error reading drive c abort retry, fail error. Is my hard disk
bad?

very probable it's bad
run the mfg's harddrive diagnostic...
you can download it on another machine and run it from a floppy
