I'm reinstalling win7, and have a bandwidth cap that'll keep me from getting all the updates in place for a few weeks. I've backed up my current install to an image, and would like to know if it is possible to extract the update packages and install locally from the clean installation.

Nope... by the time you found out how to do it, if it can even be done (which I seriously doubt), your bandwidth cap will have been lifted.
