Sounds like you've got the automatic gain control set too high and it is
recording background noise.


Or/And, the built-in amplifier circuit is cheap and is creating the
source of the noise and hum itself so that the higher the recording
quality you set the more faithful is that reproduction.

on both my prevous Jornada 547 and my new Ipaq2215, I've always been
impressed by the surprisingly high quality of the audio recordings, even
with the low-quality setting I use to capture long meetings. I suppose there
might be some hum if you are using an AC adaptor to power it, but on
battery, mine have been great! Certainly better than the motor noise I used
to get when using cassette recorders! I just wish there was some sort of
stereo input jack, but guess we can't load it up too much!
